ESTABLISHING A TIERED ACCOUNTABILITY SYSTEM AND CLARIFYING MONITORING RESPONSIBILITIES __________________

Whereas, the Student Government Association President has the Constitutional authority to improve the operations of the Student Government Association;

Whereas, consistency in holding officers accountable across the entire organization is essential to maintaining fairness, credibility, and trust in SGA governance;

Whereas, the absence of a structured accountability system has led to inconsistencies in addressing officer infractions, resulting in varying standards of enforcement;

Whereas, the President has determined that some offenses are minor and nearly insignificant, and holding them to the same standard as more significant violations would create unnecessary burdens and could discourage active participation in SGA leadership;

Whereas, clearly defining monitoring responsibilities ensures that violations are addressed promptly and appropriately, safeguarding impartiality and fairness;

Now, therefore, I, Chase Patterson, President of the Student Government Association at Xavier University of Louisiana, in accordance with the SGA Constitution, hereby issue the following directive to become effective immediately:

  1. 1)  A structured three-tier accountability system (Tier 1: Minor, Tier 2: Moderate, Tier 3: Severe) for all SGA officers and representatives, as follows:

  2. 2)  The Senate Judicial and Rules Committee shall:

i. Monitor officer compliance with SGA Constitution, Bylaws,

and community standards. 1

  1. Address initial accountability matters, specifically minor (Tier 1) violations through informal corrective actions and written warnings.

  2. Escalate moderate (Tier 2) and serious (Tier 3) violations immediately to the Supreme Court for formal judicial review.

  1. 3)  The Supreme Court shall:

    1. Determine the violations that fall within the three tiers.

    2. Have final judicial authority over all cases involving violations of the SGA Constitution and Bylaws.

    3. Conduct formal hearings for all moderate (Tier 2) and serious (Tier 3) violations referred by the Senate Judicial and Rules Committee.

    4. Issue official decisions and enforce consequences, including probation, suspension, formal reprimands, or impeachment recommendations, according to violation severity.

    5. Manage any appeals processes on procedural grounds and provide final, binding decisions.

  2. 4)  The Senate Judicial and Rules Committee will submit monthly accountability reports to the Supreme Court detailing compliance monitoring and minor violations addressed.

  3. 5)  The Supreme Court will provide semesterly transparency reports to the Senate and student body, summarizing judicial actions taken.

  4. 6)  This executive order shall permanently remain in effect and in full force unless it is modified, amended, rescinded, or suspended by the SGA President, which must be done by executive order.
