Whereas, per section XII.8 of the Constitution, the SGA President shall have the authority to pass
actions on behalf of the Student Government Association, with vote of the Student Senate.
Whereas, the student activity fee is a tax on the student body and is only to be utilized in aiding the improvement of student life for the entire student body.
Whereas, the power is vested in the Senate to appropriate those funds to all Recognized Student Organizations (RSOs), allowing them to determine whether the entire student body is benefiting from the appropriation.
Whereas, RSOs are tasked with the creation of programming that serves the student body, and programming that caters to the members of that Organization.
Whereas, RSOs have requested that the Senate pay for banquets, internal organization events, and other extracurricular events that benefit the RSO members alone.
Therefore, be it enacted by the Student Government Association of Xavier University of Louisiana:
The Senate shall pass a Bill of legislation to amend Senate Bill 77.6.
Be it further enacted, The Senate may cover up to 30% of the funding for any awards and plaques.
Be it further enacted, the SGA shall have full custody of any physical items purchased with the Student Activity Fee for reuse. Examples include, but are not limited to, headphones, clippers, cameras, etc. Moreover, the Senate has the authority to determine which items are tangible and can be reused.
Be it further enacted, If the items granted to the RSO by the Senate are not returned to the Senate by the immediate Senate meeting following the RSO’s event, the RSO will accumulate a strike as indicated in SB 79.3.
Be it further enacted, if passed, this bill will become effective immediately.
